Falfield Parish Council is seeking a motivated and organised individual to take on the role of Clerk & Responsible Financial Officer (RFO). This role would suit someone with strong administrative or bookkeeping skills, who is organised, self-motivated, and comfortable working independently. Previous local government experience is helpful but not essential.
Falfield is a small rural parish situated at the northern edge of South Gloucestershire. This is a part-time role for 12 hours per week and is primarily home-based, with attendance required at approximately ten parish meetings per year, held on the third Monday evening of the month (excluding August and December) plus the occasional ad-hoc meeting.
While the role is home-based, you will be supported by an established network, including regular contact with councillors and access to advice and guidance when needed, ensuring you feel connected and supported in your work.
The post is paid in accordance with the National Joint Council (NJC) LC1 pay scales, between SCP7 and SCP10, depending on experience (£13.69 to £14.35 per hour). The upper end of this range may be extended to SCP12 (£14.82 per hour) upon attainment of the CiLCA certificate.
Salary increases are reviewed annually in accordance with nationally agreed NJC pay awards, which are applied retrospectively from 1 April (2026–27 scale rates to be confirmed). In addition, a fixed homeworking allowance of £15 per calendar month will be provided, alongside reimbursement of eligible expenses.
The successful candidate should be confident using standard office software (e.g. email, word processing and spreadsheets). They should be able to produce formal agendas and minutes, as well as manage incoming and outgoing correspondence. The Clerk & RFO is responsible for the proper administration of the Council’s affairs, ensuring statutory compliance, maintaining financial records, preparing budgets and accounts for annual audit, advising the Council on governance matters, and attending Council meetings.
The Council is committed to supporting its Clerk and will fund appropriate training and continuing professional development, including CiLCA where applicable.
