VIEW, CHECK AVAILABLITY AND BOOK FINANCE COURSES 

 

We have an agreement with sector finance experts The Parkinson Partnership (TPP) for local council finance training covering a range of topics in any given year. Their finance training calendar is organised according to the upcoming priorities for local councils e.g. budget training will be in the Autumn and concludes just before the New Year and Year End finance preparation in the Spring.

Booking on the courses is direct with The Parkinson Partnership and the link below is for their website. TPP will confirm your booking. Once the training is complete we will then organise your invoice and if required, CPD Points / Certificate. The courses are open to most of the other local councils in England and so spaces book quickly, you need to be quick!

There are morning and evening courses that last two hours. Each course is £30 per place (£60 for non members)

Cancellation – the full course fee will be payable if advice of cancellation is not received by ALCA at least five working days prior to the course date

Typical courses are:

Finance for Councillors - councillors only, to give a greater understanding of their duties with regard to the council’s finances. Courses are available most months.

Budgeting for Clerks – Clerks only. This session is aimed at officers of parish & town councils, who are involved in preparing and monitoring budgets - setting a budget and precept, contingencies and reserves, how the council tax base affects the budget, inflation and budget monitoring. Autumn until the New Year. Suitable for CiLCA candidates.

Budgeting for Councillors – similar to the course above but with the role of the councillor in this process in mind. Autumn until the New Year

Internal Controls - this session will give councillors and clerks an understanding of the need for internal controls and how they work, with practical examples and case studies. Courses are available most months. Suitable for CiLCA candidates.

Introduction to VAT for local councils – there are certain VAT rules that are specific to the local council sector and this session, for clerks, finance staff and councillors who wish to develop their knowledge. It explains how the VAT rules affect local councils. Essential for any council contemplating major building projects. Courses are available most months. Suitable for CiLCA candidates.

The role of Internal Audit - for councillors and officers wanting to understand the role of the internal auditor and how to appoint one. (Please note, this is NOT a training session for people who want to undertake internal audits) Courses run infrequently – keep an eye out for dates in the In Short e-newsletters and on our website. Suitable for CiLCA candidates.

Contracts and procurement  For anyone involved in procuring goods and services, preparing tenders or entering into contracts on behalf of local councils.

This session is an introduction to the basics of procurement for local councils – inviting quotes, producing specifications and tender documentation, achieving competition and value for money, managing contracts.

• Procurement thresholds
• Basic terminology and steps involved in procurement
• Estimates, quotes and tenders
• Specifications
• Quality and value for money
• Advertising, including Contracts Finder
